Add privacy-focused Netdata configuration and Glances service

- Add Netdata config with cloud features disabled
- Configure localhost-only binding for security
- Disable telemetry and registry features
- Add systemd service configuration for Glances web server
- Ensure monitoring services run with proper isolation
